Meet Our Governing Council Member

Chairman: Sunny (Yunyang) Sun

Sunny is the current Chairman and also Chief Strategic Officer. As one of the founders of IBT College (previously known as the IT Job Training Center), Sunny holds a master's degree in mechanical engineering and a bachelor's degree in business management. Additionally, he is certified with a Certificate IV in Training and Assessment (TAE40116). Over his 35-year career in PNG, he has successfully founded and managed multiple companies, gaining extensive expertise in leadership, business management, teaching, educational management, and information communication technology.

MR. EFREN JEBULAN - Principal

Efren Labayo Jebulan is an accomplished education professional with over 30 years of experience. He holds a Master's in Business Administration, a Bachelor of Arts in Education, and a Certificate in Information Technology. Efren currently serves as the Deputy Principal at Malolo International School, overseeing school operations, meeting with parents, and providing leadership in academic and operational matters. Previously, he worked in various roles in the Department of Education in Papua New Guinea, where he conducted teacher interviews, maintained records, and organized departmental meetings. Efren also has experience as a part-time lecturer and training specialist in the Philippines. He is known for his dedication to creating a positive learning environment and promoting student growth.

MS. ANNABEL PASEN - Secretary

Annabel Pasen holds a Bachelor of Commerce in Management and a Trainer Certificate from the National Training Council. She currently serves as the Secretary for the Governor Council and is the Senior Team Leader for the Corporate Business Unit. Annabel has attended several workshops and has over 25 years of private sector experience. She has held executive management positions such as Principal, Marketing Manager, Branch Manager, Training Coordinator, and Head of Department for ICT. Annabel excels in policy design, focusing on workplace efficiency and employee satisfaction. Specializing in delivering workplace skills training, she has trained the workforce for companies such as Sime Darby Plantation New Britain Palm Oil, Milne Bay Estate, Higaturu Oil Palm, PNG Customs Services, and PNG Power, as well as the PNG Police Constabulary. At IBTC, she leads training in confidentiality and conflict resolution, showcasing strong communication and problem-solving skills. Her commitment to professional development and work with the Student Representative Council highlight her as a skilled and experienced professional.

MR. KALIP SALO - External Governing Council Member

Kalip Salo, holds a Master's in Strategic Management, a Postgraduate Diploma in Strategic Management, and a Bachelor's in Business & Management. He has attended several leadership and management seminars and workshops. During his 36-year tenure at PNG Power Ltd, he served as the General Manager Corporate Service, overseeing six business units. Kalip's skills include teamwork, respect, transparency, accountability, hard work, honesty, equality, problem-solving, communication, integrity, customer service, time management, project management, work ethic, public speaking, goal setting, innovation, listening, reporting, interviewing, technical proficiency, interpersonal skills, conceptual understanding, diagnostic abilities, training, and leadership.

MR. BENJAMIN KAUKIA - External Governing Council Member

Benjamin Kaukia is a highly experienced professional with a diverse background in education and human resources. He holds a Master's in Educational Leadership, a Bachelor's in Public Policy Management, and a Postgraduate Certificate in Teaching in Higher Education, National Certificate 4 TRA 40022B in Training and Assessment among other qualifications. With over 30 years of experience, Benjamin has held various roles, including Training Manager at New Britain Palm Oil Limited, Head of Training Department at Divine Word University, and Training Instructor at the Police Training College. His expertise includes developing and implementing training programs, managing human resources, and formulating training policies. Benjamin is also actively involved in community and educational initiatives, serving on boards and committees. He is known for his strong leadership, strategic thinking, and commitment to excellence.

MR. JACK JOSEPH - External Governing Council Member

Mr. Jack Joseph holds a Bachelor's Degree and Diploma in Education from Fulton College in Fiji. With 30 years of experience in teaching, education, and business, he brings a wealth of knowledge and expertise to his work. Jack's professional journey includes working for the Investment Promotion Authority (IPA) and serving as a lecturer at the Institute of Banking. For the last 11 years, Jack has been actively engaged with the National Training Council, focusing on accrediting training providers throughout Papua New Guinea. His dedication and commitment have earned him the prestigious status of Master Trainer. During his tenure, Jack has played a pivotal role in establishing nearly 400 training providers, enabling them to start their own businesses and impart valuable skills to thousands of school leavers and unskilled adults.
